    the reason IBM removes access to IBM Analytic Exchange for SOME users is IBM agreement with some U.S government agencies that try to control who accesses their data.
    Below is a paragraph from IBM privacy policy:

    We register individuals visiting our sites and locations (name, identification and business contact information) and use camera supervision for reasons of security and safety of persons and belongings, as well as for regulatory purposes.

    So a visitor to cognitiveClassLlabs risks going under IBM "camera supervision" through their own computer or laptop cameras!
    This "supervision", along with other collected data, may be the basis for denying access to certain links on the website, to some people.
